PHNOM PENH, Cambodia (AP) — A woman who threw a shoe at a billboard depicting Cambodian Prime Minister Hun Sen has been arrested after she was repatriated from Thailand, where the U.N. refugee agency reportedly had formally recognized her as a refugee.
